    Palm Springs eyes $18M 'green' upgrade

    An $18 million project to replace the city's aging energy plant, replace incandescent lighting with LED bulbs and install a new irrigation system that can remotely monitor water usage, will help the city become much greener and less wasteful, according to a staff report prepared for the City Council.
