The Desert Hot Springs City Council, on Tuesday, postponed a decision about the financial contract for the Skyborne Development.
The housing project's developer asked the city to release it from its bonds.
Instead, the bonds would be replaced with a lien contract for about $10 million.
Four residents questioned the risk of that plan, which prompted Councilwoman Jan Pye to move for the council to postpone its decision.
Council needs to better understand the difference between bonds and liens, she said.
“I just want the tools that I need to intelligently make a decision,” Pye said.
City Manager Rick Daniels said he would arrange a “study session” later this month.
The City Council plans to vote on the contract for the proposed project that would have been built along Pierson Boulevard, between Karen Avenue and Worsley Road at its Dec. 1 meeting.
